PII redaction

- Mark a field on the template as confidential. The audit row records that the field was sent, never its value.
- Endpoint-level redaction is brittle — a new endpoint defeats it. Field-level rules travel with the field.
- The redaction policy is per tenant and lives in the same admin as the rest of the trail.
